MSI-X not working in pass through mode in rhel6

I have pass through-ed a pci device from rhel6 KVM to
a rhel6 virtual machine.In side Virtual machine
lspci command shows the MSIX capability.

But after inserting the driver the pci_enable_msix retruns with
error -22.Again after running lspci the device doesnot show MSIX capability.
