Parameterized VM with MS Windows guest

I have a question according to MS Windows guests.
Is there any possibility to obtain the VM boot parameters inside the Windows OS specified in the "append" section when VM is provisioned.
I'm not sure if the mechanism is multiplatform or only specific to Linux (where the parameters can be obtained from /proc/cmdline). Are they present in the boot.ini file?
