USB device still needs to be plugged in at boot time?

Hi,
in latest KVM-software that supports USB 2.x, is it still necessary that the USB-device that is passed through is plugged in, otherwise the KVM does not start?

I need a USB device to be connected when current is switched on. The KVM has to start if the USB device is switched on or off. And the kvm has to passthrough the device if this device is switched on (electric current is switched on). Is that possible? - If yes please send a pointer to configuration parameters. Configuration examples I find with google are standard configs that stop the boot process when the device is not switched on, example:
